A series of known things

I have a opinion - that many problems have known solutions. Most things are known.

Still the problems persist, NOT because of lack of knowledge, but because of either
  1. Corruption and Vested interests
  2. Shirking work or responsibility
    1. Don't care attitude
    2. Absence of punitive measures
  3. Rewards that are NOT tied to results
    1. Systematic failures - things such as systems that reward inaction rather than action and having the actions being scrutinized.
  4. Lack of skills or resources to execute the solutions

The above is also known - Most things are known.

People in position to fix the problems of course paint a picture that the problem is complex, solutions are not known. This they do to further delay the solution, meanwhile buying time to appoint yet another consulting firm, committee etc.

Take problems such as
  1. Keeping city cleans
  2. Keeping road fatalities low
  3. Boosting investment
  4. City Air, Water pollution

Each of the above problems have been solved in the developed world. Yet on each one, the developing world keeps appointing experts to find solutions. These experts rarely find any new solutions. They rediscover the solutions that may have been in wide practice elsewhere for decades.

I am not saying ALL things are known. We do not know a lot of things at frontiers of research in science, medicine, economy etc. But look at the problems faced by public at large in developing/developed world. Most of the problems are NOT problems because of lack of innovation or new discovery in science, economy etc. The new discoveries/inventions would push the frontier of human development further, but most pressing problems have known solutions.

Really, does Kerry think that Indian babus are fools to NOT know that cutting red tape is needed to spur growth? I do not think that Kerry thinks so. He is a politician and he very well knows that problems such as these have known solutions. He gave that speech because he is of the same class, and knows that speaking of known solutions is all he can do; he can't force someone to act.

The problem is not lack of knowledge - it is how public, those who do not have the administrative power, can force the people in power, to act in public interest. That is also known.
